"I can hit someone from another dog I think they are a threat?

I live in a country town, very small nowwhere environment. We have city ordinance against allowing your dog to walk around the belt, but we have no police or animal control in this city. Even the mayor does not have your dog on a leash or in a fenced yard. When I take my dog for a walk he had many dogs come with us the burden of barking and growling. I began to carry a stick with which to protect myself and my dog. If I knocked someones dog, is considered cruelty to animals or protection? It's no good saying anything to people here. There are lots of good guys who think that dogs must be free to explore. If you say that is false, then what is exactly what should I do? Let a dog attack someones me or my dog?

You have the right to protect yourself and your dog. These people you speak clearly have no respect for others and without account of their own pets. Animals that are going to lose to risk being injured or killed, and the risk of injuring or killing something else. Inform the owners of these dogs are extremely irresponsible owners and propose additional measures (which means it continues Silly) if you or your dog has already injured one of his dogs.
