Flap control allows the body, but cats and allow them to return? HELP!?

So I did a little research, while making a time and no, I can not find what I'm now in need. I need a dog door electronic dog leash and off, but comes with collars for cats that can be programmed to not let them out, but if they keep the dog in the accidents that can back in. Does anyone know where I can find something like that? I have a dog door on a regular basis and my kitten 4 months including how they performed. My house backs to the wash and I have a pool. My mother's cat drowning in a pool and got my cat last shrubs in the wash and got hit by a car. I'm terrified of cats, but the dog was using the dog door 5 + years and complained constantly out. I find the gates that allow dogs off the label on his collar, but I was looking for a person who can set the collars in the home that could lead to keep cats, but unlocked so they can come if they follow the dog.
